Help Build Systems That Support Excellence
Breakthrough Developmental Services is seeking a detail-oriented and highly organized professional to serve as our Compliance & Quality Assurance Manager. This position plays a critical role in ensuring the organization maintains compliance with applicable laws, regulations, accreditation standards, and contractual requirements while supporting continuous quality improvement throughout the organization.
The ideal candidate enjoys research, policy development, problem-solving, and creating systems that promote accountability and organizational excellence. Candidates with experience in applied behavior analysis, healthcare administration, compliance, quality assurance, accreditation, legal studies, or related fields are encouraged to apply.
Minimum Qualifications
- Must be at least 18 years of age
- Bachelor’s degree required
- Strong written and verbal communication skills
- Ability to organize, analyze, and manage complex information
- Ability to maintain confidentiality and exercise professional judgment
Preferred Qualifications
- Experience with applied behavior analysis (ABA)
- Experience with healthcare compliance, accreditation, credentialing, or quality assurance activities
- Experience with policy and procedure development
- Experience participating in audits or regulatory reviews
- Background in law, legal studies, healthcare administration, public administration, or a related field
- Experience with contract review and negotiations
- Supervisory or project management experience
Primary Responsibilities
Regulatory Compliance
- Monitor and review COMAR, The Annotated Code of Maryland, and other applicable laws and regulations affecting organizational operations
- Assist the organization in maintaining compliance with all applicable regulatory requirements
- Research and interpret regulatory changes and communicate their impact to leadership
Accreditation & Credentialing
- Coordinate and maintain accreditation and credentialing activities
- Prepare, review, and submit documentation required by insurance companies, accrediting organizations, and regulatory agencies
- Maintain records related to accreditation, credentialing, and compliance activities
Quality Assurance
- Oversee the organization’s Quality Assurance Program
- Monitor quality indicators and support continuous improvement initiatives
- Assist with the development and implementation of organizational performance improvement activities
Audits & Corrective Actions
- Serve as the primary contact for internal and external audits
- Coordinate audit preparation activities and documentation reviews
- Develop, monitor, and evaluate corrective action plans
- Assist departments with implementing corrective actions and process improvements
Policy Development
- Draft, revise, and maintain organizational policies, procedures, and guidelines
- Support leadership in developing systems that promote compliance and operational effectiveness
Additional Responsibilities
- Participate in organizational planning and improvement initiatives
- Support leadership with special projects and compliance-related activities
- Perform other duties as assigned

Additional Information
- This position is part-time with the potential to transition to full-time.
